LOS ANGELES , February 21, 2012 () – The U.S. Food and Drug Administration has proposed new legislation for domestic and foreign cosmetic manufacturers to pay an annual fee to support its "cosmetic safety and other cosmetic responsibilities" to help meet public health and industry goals, CosmeticsDesign.com reported Feb. 20.

The budget proposal is set for the Oct. 1, 2012 through September 2013 period.
