US Government Publishing Office requests US$130.9M in appropriations for FY 2023, a 5.4% increase over agency's FY 2022 appropriation, to meet projected requirements for congressional publishing, make capital investments, information technology upgrades

The U.S. Government Publishing Office (GPO) Director Hugh Nathanial Halpern presented GPO’s FY 2023 appropriations request before the U.S. House Subcommittee on Legislative Branch Appropriations. Halpern requested appropriations in the amount of $130,904,000, a 5.4 percent increase over GPO’s FY 2022 appropriation. This marks just the second time in a decade that GPO has requested an increase in appropriated funds. GPO’s FY 2023 request incorporates increased costs in labor and materials, while accommodating certain initiatives of importance to Congress and the rest The FY 2023 request will enable GPO to:

  • meet projected requirements for congressional publishing;
  • fund the operation of the public information programs of the Superintendent of Documents; and
  • make capital investments and information technology upgrades.

“After a year of steady, incremental progress, GPO has rebounded financially,” said Director Halpern. “In FY 2021 GPO posted a net operating income of $55.6 million versus the net operating loss of $21.5 million we endured in fiscal year 2020. This income represents a healthy year on top of recouping our losses from the pandemic. Without the hard work of my GPO teammates, we wouldn’t have been able to recover so decisively.”

Director Halpern noted that since his testimony last year GPO:

  • rolled out 100 percent telework and remote work policies for eligible teammates;
  • was named one of the best employers in the country by Forbes in its mid-sized agencies category;
  • passed its fourth annual audit to retain its ISO 16363 Trustworthy Digital Repository status for govinfo and is currently the only certified digital repository in the entire world;
  • celebrated the nine billionth retrieval of Government information from GPO’s websites since GPO began publishing Government information online in 1994;
  • issued over $401 million in competitive contracts to private sector printing companies from across the country, supporting thousands of jobs in all 50 states; and
  • produced 14.85 million passports for the State Department.
