The American Forest & Paper Association (AF&PA) Senior Director of Government Affairs Abby Sztein issued the following opposition statement in response to the New York State Legislature’s Packaging Reduction and Recycling Infrastructure Act (S4246A / A5322A), which proposes to create an extended producer responsibility program in the state: 

“The American Forest & Paper Association is encouraged to see policymakers focus on improving recycling infrastructure. However, we are opposed to rushed, one-size-fits-all policies like S4246A / A5322A that do not reflect the complexities of the state’s recycling system and could impact the long-term success of highly recycled materials, like paper. 

“Paper recycling is a model that works. We encourage lawmakers to oppose hasty passage of S4246A / A5322A and instead support a statewide needs assessment to better understand New York’s recycling requirements.”
