Menstrual product prices have surged since 2019; sanitary pad prices up 41% and tampons up 36%, leading to 12% and 16% sales declines, respectively, since 2020

August 8, 2024 (press release) –

In recent years, the average price for period products such as pads and tampons has drastically surged. This escalation has brought a nationwide conversation on menstrual pricing to the table. Since 2019, the average price of a pack of sanitary pads has risen 41%, with tampons increasing by 36% according to a Chicago-based research firm, Circana. These prices are one of the many effects due to recent inflation on raw materials and products including food and everyday groceries. While these prices have caught many off guard, they’ve also led to a decrease in sales of period products. According to NielsenIQ, annual U.S. unit sales of pads and tampons have decreased by 12% and 16%, respectively, since 2020.

One large factor contributing to the increase in prices is the tampon tax. As of May 14, 2024, 20 states charge sales tax on period products, ranging from 4% to 7%. In most locations with these taxes, menstrual products are taxed at the maximum rate, placing them among other “luxury” products. Another issue is the lack of federal assistance programs in place to increase access and affordability for menstrual products.

According to recent data, the average person spends anywhere from US$120 to 180 on menstrual products over the span of a year. This means, depending on the length of the menstrual cycle, people can spend well over $5,000 on menstrual products over a lifetime. Depending on brands, taxes, and prices, these numbers vary. “At $10 per cycle the total cost would be $4,500 over a lifetime. At $20 per cycle the total cost would be $9,000 over a lifetime,” according to Period Math. With the current trend of inflation, these numbers are likely to increase. It is important to stay up to date with the latest news and learn more about topics related to the accessibility and affordability of menstrual products!

ISSA will continue to educate and advocate in support of public policies to make menstrual products more available as part of its End Period Poverty campaign.
