ISSA State Advocacy Leaders Complete Successful Inaugural Year
What it means: 
This year, ISSA launched a new initiative to strengthen the advocacy for the cleaning and facility-solutions industry. The ISSA State Advocacy Leaders program is intended to further engage even more ISSA members in advocacy to further impact state and federal legislation important to the industry.
Why it matters
: In 2024, our 20 inaugural ISSA State Advocacy Leaders advanced the industry through “grasstops” advocacy, including:

  • Meeting with their congressional delegation and state elected officials
  • Participating in a local town hall meeting hosted by their U.S. representative
  • Securing congressional sponsorship of priority ISSA legislation
  • Providing boots-on-the-ground feedback to inform ISSA advocacy
  • Hosting their state senator at their place of business Learn more

ISSA Celebrates 2,000+ Advocates for Clean
What it means: 
Since launching the program in 2020, more than 2,000 cleaning and facility-solutions industry professionals and supporters have signed up to be ISSA Advocates for Clean. Advocates receive this biweekly ISSA Legislative & Regulatory Update and are the first to hear about pressing legislation, compliance deadlines, ISSA advocacy events, and more.
Why it matters
: “ISSA relies on the grassroots support and public-policy engagement of our Advocates for Clean to successfully advocate, influence, and impact legislation and regulations important to our industry at both the federal and state levels,” said ISSA Director of Government Affairs John Nothdurft. Biden Signs Bill to Avert Government Shutdown
President Joe Biden signed a bill into law that averts a government shutdown. The bill funds the government at current levels through March 14 and provides US$100 billion in disaster aid and $10 billion in agricultural assistance to farmers, AP reports. Learn more

 Regulatory

NRLB Returns to ‘Union-Friendly’ Standard
On December 10, the U.S. National Labor Relations Board (NLRB) overruled a Trump-era board decision and returned to a “union-friendly” standard for determining when unilateral workplace changes made by an employer are unlawful. According to JD Supra, this heightened standard “makes it much more difficult for employers to make unilateral changes to their operations.”

While this decision presents challenges for employers, it may be short-lived. It is anticipated that the new Trump administration’s NLRB will swiftly reverse many of the Biden administration’s policies. Learn more

EPA Bans Two Chemicals Found in Cleaners
The U.S. Environmental Protection Agency (EPA) recently banned two solvents, trichloroethylene (TCE) and perchloroethylene (PCE or Perc), which are used in a variety of products, including cleaners, degreasers, sealants, lubricants, adhesives, paints, and commercial applications such as dry cleaning, Cleaning & Maintenance Management reports. Safer alternatives are already available for most of these uses, according to EPA. Learn more

Employer ‘Cheat Sheet’ for Workplace Laws Taking Effect January 1
As the year wraps up, the Fisher Phillips law firm rounds up the new state and federal workplace laws that will take effect January 1. Learn more

Minimum Wage Set to Rise in 23 States Next Year
Twenty-one states and 48 cities and counties are set to raise their minimum wages on January 1, Cleaning & Maintenance Management reports. Other states and a few more cities and counties will raise their minimum wages later in 2025. Learn more

Final Rules Set for ME’s New Paid Family, Medical Leave
The Maine Department of Labor adopted the final rules for the new paid family and medical leave program, according to the Maine Morning Star. The department was required to adopt the rules by January 1, which is when employers and employees will begin contributing a portion of wages to fund the program that will allow eligible public and private sector workers to take up to 12 weeks of paid leave for reasons such as illness, to care for a loved one, or the birth of a new child. Learn more
