Municipal agency may block sale of UPM’s idle Chapelle Darblay newsprint mill in in Grand-Couronne, France, to Paprec, Samfi; agency plans to buy mill and sell it it to Veolia, Fibre Excellence for producing containerboard made from recovered paper

LOS ANGELES , February 9, 2022 () –

A local government agency announced it will likely block the sale of UPM’s Chapelle Darblay mill to Paprec and Samfi so that it may instead provide the site to Veolia and Fibre Excellence, Euwid reported on Feb. 9.

According to the trade union Filpac CGT, the local agency, Rouen Métropole Normandie, based in Grand-Couronne, France, possesses the right to preemptively purchase the mill against UPM’s wishes.

UPM has already finalized a sales deal with Paprec, a recycling company, and Samfi, an investment firm, to use the site for sorting plastic and paper waste and to produce hydrogen gas. 

However, Rouen Métropole Normandie would rather purchase then sell the site to Veolia, an environmental services provider, and Fibre Excellence, a pulp producer, to use the site for manufacturing containerboard from recovered paper.
