New 1.3 million tonnes/year Montes del Plata bleached eucalyptus kraft pulp mill in Uruguay receives environmental permit and is in startup process: source

LOS ANGELES , June 5, 2014 () – The Montes del Plata pulp mill in Punta Pereira, Uruguay, has received its Environmental Authorization for Operation (AAO) and its startup process has begun, a regular source at Celulosa Arauco y Constitución SA(Arauco) told Industry Intelligence late today.

Arauco in Chile is a joint partner in the 1.3 million tonnes/year bleached eucalyptus kraft pulp (BEKP) mill, along with Stora Enso Oyj in Finland.

The environmental permit from Uruguay’s environmental agency Dirección Nacional de Medio Ambiente (Dinama) was the final permit needed for the startup.

There have been several published reports this week saying the environmental permit was likely to be granted this week. One report said the permit had been received and the mill had started up but that was contradicted with another report saying the permit had not yet been received, after all.

Also different officials have been saying different figures as to how many tonnes the mill is expected to produce this year.

On June 3, Juan Bueno, the head of Stora Enso Oyj’s pulp division, said in a speech that the mill’s 2014 output will be about 650,000 tonnes, down from the company’s April estimate of 700,000-800,000 tonnes, Reuters reported on June 3.

As Industry Intelligence reported March 2, construction of the mill had been completed at that time, but heavy rains had caused major problems with the effluent treating system, requiring repairs and testing before issuance of the permit.
