Spain-based CTL TH receives state grant to open subsidiary CTL Packaging USA plastic packaging facility in Gastonia, North Carolina, to invest US$58.5M in site, create 131 jobs over next four years

RALEIGH, North Carolina , October 27, 2011 (press release) – Gov. Bev Perdue today announced that CTL Packaging USA, a global manufacturer of plastic packaging products for the cosmetic, personal care, food and pharmaceutical industries, will locate is North American operations in Gaston County. The company plans to create 131 jobs over the next four years and make a $58.5 million capital investment in Gastonia. The project was made possible in part by a state grant from the Job Development Investment Grant program.

“Creating jobs is my top priority, both attracting new companies to invest in North Carolina and helping our existing businesses grow and thrive,” Gov. Perdue said. “North Carolina is consistently ranked as having among the best business climates in America. CTL looked around the country and, like so many companies, was drawn to our history of critical investments in education, workforce training and a top-notch infrastructure network.”

CTL Packaging USA is a subsidiary of CTL TH, a privately-held Spanish company with manufacturing facilities in Spain and France. The grant will allow the company to establish its North American operations in Gaston County. CTL TH Packaging has developed a revolutionary concept that allows deployment of manufacturing installations across the globe while ensuring product quality, decoration, service level and competitiveness. The company has been in operation for 42 years with manufacturing operations in Spain and France and currently ranks third among European tube companies selling over 500 million tubes per year and employing approximately 700 people world-wide.

CTL Packaging will construct their facility in the Gastonia Technology Park which is owned and developed by Gaston County. The park is a N.C. Department of Commerce certified site, a designation that ensures sites are “shovel ready” for immediate development. The Gastonia Technology Park has also been designated as a Prime Power Park through Electricities.

While individual wages for the 131 jobs will vary by job function, the overall average for the new jobs will be $42,466 a year, plus benefits. The Gaston County average annual wage is $33,956.

To help facilitate location of the new North American Operations, the state Economic Investment Committee today voted to award a Job Development Investment Grant to CTL Packaging USA. JDIGs are awarded only to new and expanding businesses and industrial projects whose benefits exceed the costs to the state and which would not be undertaken in North Carolina without the grant.

Under the terms of the JDIG, the company is eligible to receive a grant equal to 65 percent of the state personal income withholding taxes derived from the creation of new jobs for each of the 10 years in which the company meets annual performance targets. If CTL Packaging meets the targets called for under the agreement, the JDIG could yield $1.3 million in maximum benefits for the company.

Other partners that assisted with this project include: the N.C. Department of Commerce, N.C. Community Colleges, City of Gastonia, Gaston County, Charlotte Regional Partnership, and Eloctrocities.

Through Gov. Perdue’s JobsNOW initiative, the state continues to work aggressively to create well-paying jobs, train and retrain its workforce, and lay the foundation for a strong and sustainable economic future.
