MOSCOW . April 2 (Interfax) - The Industry and Trade Ministry is analyzing the feasibility of introducing protective tariffs on imports of certain types of pulp and paper products as well as on exports of birch veneer logs, which are raw materials used in plywood production.

The instructions for relevant agencies to work on introducing protective tariffs for these products were given following a meeting of the subcommittee on enhancing the resilience of the financial sector and specific economic sectors, chaired by Deputy Prime Minister Alexander Novak . The Industry and Trade Ministry , the Economic Development Ministry , the Federal Antimonopoly Service (FAS) and the Federal Customs Service (FCS) were required to submit coordinated proposals on this matter by the end of March, a source familiar with the meeting's outcomes told Interfax.

"Currently, the Russian Industry and Trade Ministry is working on this issue with business representatives and industry enterprises," the ministry's press service told Interfax. They did not specify which pulp and paper products could be subject to import tariffs.

In early 2022, Russia imposed restrictions on the export of veneer logs to unfriendly countries, particularly to the European market, in response to increased EU import duties on Russian finished products. "The ban on veneer log exports amid the EU's anti-dumping duties on finished plywood from Russia will prevent European producers from expanding their own production capacities using Russian raw materials," the Industry and Trade Ministry said at the time. EU sanctions have been in place since mid-2022, virtually completely banning the supply of Russian forestry products.

Plywood production in Russia increased 5.1% in 2024 to 3.425 million cubic meters, while paper and cardboard output amounted to 10.658 million tonnes, up 5.4% year-on-year.
