Malaysia to impose anti-dumping duties on PET imports from China at 2.29 %-11.74%, and Indonesia at 37.44%, from May 7, 2025-May 6, 2030; investigation initiated by Recron

The Malaysian government has announced the imposition of definitive anti-dumping duties on imports of Polyethylene Terephthalate (PET) originating or exported from the People’s Republic of China and the Republic of Indonesia . The decision follows an anti-dumping duty investigation initiated on August 9, 2024 , in response to a petition filed by local producer Recron (M) Sdn . Bhd.

The investigation, conducted in accordance with the Countervailing and Anti-Dumping Duties Act 1993 and its regulations, aimed to determine the existence, degree, and effect of alleged dumping.

The government has concluded its investigation and determined that PET is being imported into Malaysia at prices lower than their selling prices in China and Indonesia , causing material injury to the domestic PET production industry.

As a result, definitive anti-dumping duties will be levied on PET imports for a period of five years, effective from May 7, 2025 , to May 6, 2030 . The duty rates are as follows:

-- The People’s Republic of China : 2.29% to 11.74% -- The Republic of Indonesia : 37.44% MITI said the Royal Malaysian Customs Department will be responsible for enforcing the collection of these anti-dumping duties. The government expects that the imposition of these duties will address the issue of unfair trade practices related to PET imports from China and Indonesia .

The government also said interested parties involved in the investigation, including local producers, importers, foreign producers/exporters, and registered trade associations, to request access to the non-confidential version of the final determination report by submitting a written request to the designated government authority.
