The agreement places special emphasis on respect for existing management models, allowing waste holders to continue working with their usual waste managers, always under criteria of quality, traceability and regulatory compliance.

ENVALORA and the Spanish Federation of Recovery and Recycling (FER) have signed a new Framework Collaboration Agreement to promote traceability, quality and circularity in the management of industrial and commercial packaging waste, within the framework of the new Extended Producer Responsibility (EPR) regulated by Royal Decree 1055/2022.

ENVALORA, which is currently the only Extended Producer Responsibility Collective System (EPRCS) with final authorization for single-use and reusable industrial and commercial packaging, has already begun to implement its different operating models. This new agreement reinforces its strategy of collaboration with waste managers, one of the main players in the packaging value chain.

The Spanish Federation of Recovery and Recycling (FER), with more than 320 direct members and representing more than 500 waste management companies, is a benchmark in the promotion of the circular economy in Spain, being a key partner for the implementation of ENVALORA's operating models.

With this agreement, both entities undertake to:

Promote the traceability and correct classification of packaging waste; Encourage the selective collection and recycling of industrial and commercial packaging; Collaborate in the preparation of good practice guides for waste holders; Create a Commission of Waste Managers of ENVALORA, in which FER will actively participate, to improve the procedures and detect opportunities for optimization in the recycling chain; Work together in the definition of standardized conditions for the classification and delivery of packaging waste, with validity and stability in the medium term.

As stated by Isabel Goyena, ENVALORA's general manager: "With this agreement, we further strengthen the existing collaboration between ENVALORA and FER with the aim of advancing and implementing together the operating models designed by ENVALORA which will make it possible to comply with the RAP for packaging and continue promoting the Circular Economy of packaging, an objective of both entities".

For her part, Alicia García-Franco, FER's general manager, said: "With this new agreement we are taking another step forward to bring our partners closer to the new operating models which, while respecting the optimum management which they already carry out, contribute to close the life cycle of commercial and industrial packaging, in compliance with the provisions of Royal Decree 1055/2022".

ENVALORA is the Collective System of Extended Producer Responsibility (SCRAP) with definitive authorization to operate with industrial and commercial single-use and reusable packaging, which enables the more than 2,600 member companies to comply collectively with the RAP legal obligation to organize and finance the management of the packaging waste they place on the market. The Spanish Federation of Recovery and Recycling was created in 1982 with the aim of grouping and defending the interests of companies dedicated to waste recycling in the different economic, social and environmental fields. FER currently has more than 320 members and represents more than 500 waste management facilities (ferrous and non-ferrous metals, electrical and electronic equipment, end-of-life tires, end-of-life vehicles, packaging and wood, among others). The federation represents 90% of the volume of the ferrous and non-ferrous metal recovery sector, as well as 60% of the recyclers of end-of-life tires. FER also includes 80% of the waste electrical and electronic equipment (WEEE) recyclers and 100% of the metal shredding industry in Spain.
