The Ministry of Commerce, Industry and Tourism imposed definitive anti-dumping duties on imports of photocopy paper from Brazil, based on the results of a technical investigation and the unanimous recommendation of the Trade Practices Committee. "The anti-dumping duties imposed are limited to counteracting the unfair practice identified in order to balance the conditions of competition in the domestic market," said the Ministry of Commerce, Industry and Tourism.Egan Bernal experienced a setback in the Giro d'Italia: Diego Ulissi, new leader of the race after getting into a breakawayThe measure, which will be in force for a period of five years, means that imports of the aforementioned product must pay antidumping duties in the form of an ad valorem levy of 21.78 percent, 22.62 percent and 30.30 percent. The first charge will be applied to the product coming from , the second to the product coming from Sylvamo Do Brasil and Sylvamo Expot, and the third for the other Brazilian companies that sell the aforementioned paper to Colombia.The anti-dumping duties imposed are limited to counteract the unfair practice identifiedMinistry of Commerce, Industry and TourismThe decision to impose these anti-dumping duties was based on a technical investigation in which it was found that during the second half of 2023 and the first half of 2024 there was a significant increase in imports of the product from Brazil at dumping prices.Silk Road: the products that Colombia sells most to China and that add up to only a 10th.Additionally, it was demonstrated that this unfair practice caused significant damage to domestic producers, which mainly materialized in a significant impact on their economic and financial indicators.For example, during the period under analysis, production destined for the domestic market fell 18.03 percent, the price of the domestic producer requesting the measure was reduced to levels that compromised the stability of its operation and the profit at levels close to 122 percent, among other indicators.All these circumstances led the Trade Practices Committee of the Ministry of Commerce, Industry and Tourism to unanimously make a positive recommendation and the National Government to adopt the trade defense measure. Government failed to comply with its promise to pay the billionaire energy subsidy debt: every day it increases $ 10,000 million.

Carvajal closed Propal plant in Yumbo

This decision of the Ministry of Commerce, Industry and Tourism is known a month after Carvajal closed the production plant of its subsidiary  and Paper Propal, located in the municipality of Yumbo Valle del Cauca. At that time, the company assured that this indefinite closure is a direct consequence of "operational losses that are mainly due to the market situation, derived from prices that we consider artificially low of imported products and that we qualify as anti-competitive practices that some international producers have been carrying out, as well as supply difficulties".Therefore, Carvajal will now concentrate Propal's entire manufacturing operation in the industrial plant located in the municipality of Guachené Cauca, for printing and writing paper products, with which they seek to protect the surrounding communities of Northern Cauca.Specifically, the cessation of operations of Propal's plant in Yumbo, specialized in cardboard and wrapping paper, was given as of April 11, 2025. Propal uses sugarcane bagasse to produce paper, between 98 and 86 percent. At the time of closing its operations, it had 1,200 employees and generated revenues of more than 1.163 billion pesos 2023.
