Any producer selling packaged goods in Minnesota must register with Circular Action Alliance by July 1, 2025

Circular Action Alliance (CAA), a Producer Responsibility Organization (PRO) dedicated to implementing effective Extended Producer Responsibility (EPR) laws for paper and packaging in the U.S., has opened registration for all producers that sell packaged goods in Minnesota’s new EPR program as of April 2025. The producer registration deadline is July 1, 2025.

Producers located in Minnesota or elsewhere that sell, distribute or ship products into the state with packaging or printed paper are likely obligated under the new EPR law, and must complete registration with CAA to remain in compliance.

“Producers play a key role in making this program a success, and CAA is here to ensure the registration process is as simple and supportive as possible,” said Geoffrey Inch, senior vice president of producer services at CAA. “All producers should take action now to meet the upcoming deadline and reach out to CAA for any questions.”

Why EPR Registration Matters for Minnesota

Minnesota’s EPR program is designed to share the responsibility of managing packaging and paper waste with producers, engaging companies to help cover the costs and play a more active role in what happens to their packaging after it's used. The approach is expected to:

  • Enhance the quality and consistency of recyclable materials

  • Support local economies through more efficient recycling systems

  • Reduce landfill use and environmental impacts associated with packaging waste

Is Your Company Obligated to Register?

If your company sells packaged goods in Minnesota, you are likely obligated under the new EPR law. To comply, obligated producers must register with CAA, the designated PRO for Minnesota, by July 1, 2025.

How to Register

To begin registration:

1.       Visit: www.circularactionalliance.org/registration

2.     Indicate your company is obligated under Minnesota’s EPR law

3.     Select Minnesota as a reporting state in your CAA application

Already Registered with CAA?

If your company is already registered with CAA for other states, you must still take action to register in Minnesota:

  1. Log in to the Producer Portal

  2. Go to the State Registration tab

  3. Select “Yes” to add Minnesota as a reporting state

  4. Sign the Minnesota Interim State Addendum (MNISA) once it becomes available

What is the MNISA?

The Minnesota Interim State Addendum (MNISA) outlines state-specific compliance terms. The MNISA will be required to complete registration and must be signed promptly once available.
