Taiwan makes preliminary decision against antidumping duties on coated paper imports from China, Japan, South Korea and Finland, finds that imports did not harm country's paper industry; second probe to be done before final decision

The Taiwan Ministry of Finance (MOF) has decided not to levy temporary antidumping duties on imports of coated paper from China, Japan, South Korea and Finland, reported the Taipei Times on July 25.

The MOF found in its preliminary investigation that the imports did not really harm Taiwan’s paper industry, but a second probe will be initiated and a final decision on the antidumping duties will by made as early as this November.

The ministry could change its decision when the final probe is completed, but historically this has not occurred in an antidumping charge, said Hsieh Ling-yuan, deputy director of the MOF’s department of customs administration, the Taipei Times reported.

The Magazine Business Association of Taipei said in an e-mail that it was pleased with “the government’s support for the publishing industry.” The association feared that a monopoly could get a stranglehold on the market if antidumping duties were imposed.

Yuen Foong Yu Paper Manufacturing Co. controls more than half of Taiwan’s domestic coated paper market after merging with Chung Hwa Pulp Co. in March, according to information provided by the association, reported the Taipei Times.

Last July, the Taiwan Paper Industry Association filed the antidumping charges with the MOF, which subsequently did a preliminary investigation that found most of these foreign papermakers had dumped their product on the Taiwan market.

In its preliminary findings, the Ministry of Economic Affairs’ International Trade Commission determined that although the dumping was worrisome to Taiwan’s paper industry, the imports did not directly hurt the sector, the Taipei Times reported.
