European Parliament to vote on new European Commission after von der Leyen presents team; members require simple majority to confirm Commission lineup

New European Commission: debate and election

At 8.00, Parliament’s Conference of Presidents (President Metsola and the political group leaders) will carry out the final evaluation of the Commissioners-designate hearings. Starting at 9.00, European Commission President-elect Ursula von der Leyen will present her team and programme to plenary, followed by a debate with MEPs. They will then vote on the College of Commissioners as a whole, by roll-call. For the Commission to be elected , a simple majority of the votes cast is needed. Two draft resolutions on the composition of the new Commission tabled by political groups will also be voted on by plenary. Presidents Metsola and von der Leyen will hold a press conference after the vote.

Vote on the 2025 EU budget

Following yesterday’s debate, plenary will vote at noon on the EU 2025 budget. MEPs secured a focus on climate, health, humanitarian aid and border management as main priorities of the budget. Co-legislators also found a solution for repaying the costs for the EU’s recovery fund.

Hybrid targeting of Baltic Sea critical infrastructure. From around 16.00, MEPs and Commissioner Johansson will discuss the recent cutting of undersea telecommunication cables in the Baltic Sea, considered likely acts of sabotage.

In brief

Tobacco smoke exposure. In the evening, MEPs and Commissioner Dalli will discuss how to better protect EU citizens against exposure to second-hand smoke and aerosols, including from electronic cigarettes. A vote on a resolution is scheduled for Thursday.

Energy poverty. At around 17.30, MEPs will look into the persistently high energy prices and their impact on citizens, in a debate with Commissioner Simson.

Anti-LGBTQI legislation. In a debate with Commissioner Dalli, MEPs are expected to sound the alarm over anti-LGBTQI legislation and to stress the need for protecting the rule of law and a discrimination-free EU.

Human rights. In the evening, plenary will discuss the situation in Hong Kong, in particular the case of Jimmy Lai, the increasing and systematic repression of women in Iran and the shrinking space for civil society in Cambodia, and in particular the case of the labour rights organisation CENTRAL.

Votes

At noon, MEPs will also vote on

  • mobilising the European Union Solidarity Fund to provide assistance to Germany and Italy relating to floods occurred in 2024, and on
  • measures to reduce incidental catches of common dolphin and other small cetaceans in the Bay of Biscay.
