The National Wooden Pallet and Container Association (NWPCA) applauds the House Agriculture Committee for releasing its 2024 Farm Bill discussion draft and appreciates the Committee working with us to incorporate our priorities. The bipartisan provisions NWPCA has advocated for will support the wooden pallet sector, which serves as a critical market for the forestry economy and the backbone of the supply chain. Within the United States, the wooden pallet sector purchases a third of all softwood sawmill production and over 40% of all hardwood sawmill production. Over 90% of all goods transported within the supply chain move on a wood pallet at some point in their journey.

The policies in the House discussion draft are also in the framework released by Senate Agriculture Democrats, further illustrating the bipartisan support for NWPCA’s priorities.

The House Agriculture Committee discussion draft includes:

  • Additional Support for Biobased Markets: This bill reauthorizes and strengthens the USDA BioPreferred® Program, helping further develop and expand the biobased economy. NWPCA supports leveraging the federal government’s efforts to strengthen the market for biobased products, bring more transparency and uniformity to the sector, and create more well-paying jobs.
  • Creating New and Expanding Forest Product Market Opportunity: Establishes a platform to provide measurement, monitoring, reporting, and verification (MMRV) of carbon data related to forest management and wood product impacts. Also, expands access to the Wood Innovations Grants Program and other programs to enhance market opportunities for innovative wood products.
  • Continued Support for the USDA Animal and Plant Health Inspection Service (APHIS): NWPCA is committed to remaining a strong industry partner with APHIS and Customs and Border Protection regarding the activities combating the spread of invasive species; we’re pleased to see the Farm Bill’s continued support for these efforts.

NWPCA is committed to ongoing collaboration with legislators to ensure the final text provides solid support for the industry. We thank the leadership of both committees and hope for a bipartisan agreement that reaches the President’s desk this year.
