Clearwater Paper's Cellu Tissue receives 40-year license renewal from federal commission for operation of Oswegatchie River hydroelectric project that provides 10%-15% power for Gouverneur, New York, paper mill

LOS ANGELES , October 6, 2011 (Forestweb) – The Federal Energy Regulatory Commission granted a 40-year license renewal to Clearwater Paper Corp.’s Cellu Tissue Holdings, Inc. for the operation of the Oswegatchie River hydroelectric project, the Watertown Daily Times reported on Oct. 2.

The hydroelectric project provides Cellu Tissue with 1.2 kilowatts of power, about 10%-15% of its Gouverneur, New York, paper mill’s energy needs.

Under the license, Clearwater is required to provide additional public recreation and environmental protections, including the construction of a bypass to ensure enough water for aquatic life and the creation of a rack to block fish from entering the dam’s intake.

The company is to also build a 2,000-foot canoe portage with crossings over two wetlands and create a fishing spot with two parking spots, the Daily Times reported.

The license renewal will go into effect May 2.

Clearwater will also donate toward a Oswegatchie River Fund for environmental restoration and protection, conservation, public access and education as part of a separate agreement.

The fund will begin next year when six Brookfield Renewable Energy hydroelectric projects receive license renewal, reported the Watertown Daily Times.
