WASHINGTON , September 4, 2013 (press release) – Public Printer Davita Vance-Cooks has named Herbert H. Jackson, Jr., as Chief Administrative Officer (CAO) for the U.S. Government Printing Office (GPO). With more than 30 years of Federal experience at GPO, Jackson brings senior management experience to the oversight of the agency’s Administrative Operations, which includes Human Capital, Information Technology and Systems, Acquisitions, and Security business units. Jackson most recently served as Managing Director of GPO’s Business Products & Services business unit, where he oversaw development of competitive products and services for the agency’s Publications & Information Sales, Creative Services and Digital Media departments. Before that he served as GPO’s Acting Chief Management Officer.

“As the National Academy of Public Administration recently made clear, GPO’s administrative operations—including our staffing, recruitment, and workforce development; IT infrastructure; acquisition of new equipment and technologies; and ensuring the security of our staff, facilities, and digital services—are essential to our success,” said Public Printer Davita Vance-Cooks. “Herb Jackson’s experience and skill will provide critically important leadership to these operations as we pursue the continued transition of GPO in the digital era.”

Jackson began his Federal career in 1980 in GPO’s Printing Procurement Department, moving in 1984 to the position of Contract Specialist in the agency’s Materials Management Service. He subsequently rose in that organization to become Senior Contract Administrator, Chief of the Paper and Specialized Procurement and Sales Division, Director of Acquisition Services, and Deputy Chief Acquisition Officer and Director of Procurement Services. In 2009 Jackson was named GPO’s Chief Acquisitions Officer, with oversight for the complex procurement of products, services, and technologies required to support the mix of digital and print services provided by GPO.

Jackson is a 2009 Graduate of the Harvard Business School’s Executive Education General Management Program. He is also a graduate of the Council for Excellence in Government’s (CEG) Fellows Program, serving the CEG during 2006-2007 as a Co-Coach, and he currently leads GPO’s Fellows Program.
