Catalyst Paper plans to convert PM No. 11 at its Powell River, British Columbia, newsprint and uncoated groundwood papers mill to towel paper production, with converted paper machine to start up in November 2016; board signs off on project Dec. 8

LOS ANGELES, December 18, 2015 (Industry Intelligence Inc.) –

Catalyst Paper Cop. plans to convert PM No. 11 at its Powell River, British Columbia, newsprint and uncoated groundwood papers mill to towel paper production, reported the Powell River Peak on Dec. 17.

The mill’s manager Fred Chin announced the conversion in an internal memo to employees, but did not indicate how much the project would cost. The reconfigured machine is expected to be in production in November 2016.

The Powell River mill has three paper machines, which make newsprint and uncoated mechanical specialty papers, and capacity to produce 469,000 tonnes/year, according to the company’s website.

Chin noted in the memo that the towel paper market has growth opportunity, the Powell River Peak reported.

The conversion is “an important next step following the revitalization improvements,” moving the mill “closer to a long and sustainable future,” Chin stated in the memo.

Catalyst’s board of directors approved the project on Dec. 8. Improvements in the mill's safety and production over the past year influenced the board's decision, said Chin, reported the Powell River Peak.

The mill faces C$16 million/year in duties on its supercalendered (SC) paper shipments to the U.S., following a recent decision by the U.S. government to impose countervailing duties on imports of SC paper from Canada.
